As set out in Navarre Law 16/2005, of 5th December on the Organisation of the Wine Growing Sector, “the management of the designation of origin is entrusted to the Regulatory Board, which must include representatives of the producers and marketers and which shall have the status of a public law corporation. It shall have its own legal personality, financial autonomy, full capacity to act and the capacity to fulfil its corporate purpose ”.
The Law also adds that "its purpose is to represent, defend, guarantee, conduct market research and development and promote the wines coming under the designation of origin ”.
By virtue of this regulation, transposing the provisions introduced by Act 24/2003, of 10th July, on Vines and Wine, the control of the Designation of Origin wines is entrusted to a single Control Body, in the figure of the public company called the Instituto de Calidad Agroalimentaria de Navarra (Institute of Agri-food Quality in Navarre) (ICAN).
